Since 1973, the European Commission has been monitoring the evolution of public opinion in the Member States, thus helping the preparation of texts, decision-making and the evaluation of its work. Our surveys and studies address major topics concerning European citizenship: enlargement, social situation, health, culture, information technology, environment, the Euro, defence, etc.

The White Paper on Youth is an important document for the future of young people in Europe. It was launched in November 2001, after a one and half year long process involving young people, experts in the youth-field, national authorities and NGOs in the member States and beyond. The Council of Europe is an intergovernmental organisation which aims:to protect human rights, pluralist democracy and the rule of law; to promote awareness and encourage the development of Europe's cultural identity and diversity; to seek solutions to problems facing European society (discrimination against minorities, xenophobia, intolerance, environmental protection, human cloning, Aids, drugs, organised crime, etc.); to help consolidate democratic stability in Europe by backing political, legislative and constitutional reform. The Council of Europe should not be confused with the European Union. The two organisations are quite distinct. The 15 European Union states, however, are all members of the Council of Europe.
The YOUTH programme is the EUs mobility and non-formal education programme targeting young people aged between 15 and 25 years. The Programme is open to youth in 30 European countries. The YOUTH programme offers possibilities to young people in the form of both group exchanges and individual voluntary work, as well as support activities.
